He found some images from the Carnaval de Quebec it was from Jan 29 to Feb 14,
Quebec holds a event called the Carnaval de Quebec. They had a Club Penguin section! With lots of Club Penguin toys and toys and more toys! It seems to be pretty cool!
I can't believe it that they didn't post those images on Club Penguin's What's New? blog. Everybody who's reading this Matt got us some SUPER EXCLUSIVE images from the carnival!

It means:
"Come learn the dance of penguins"
